Project Overview

The Rumbalara Multi Aged Care Complex (MACC) and Independent Living Unit project is a 7.5 Hectare site located on the corner of Ford Road & Verney Road in Shepparton. The project was the vision of Rumbalara Aboriginal Co-operative, to provide dedicated aged care for Elders and Aboriginal and Torres Strait Islander people with disabilities or special needs.

The project is a staged development with Stage 1 works being undertaken in 2009 which comprised 19 independent living units along with a 30-bed aged care facility and community centre. Design of Stage 2 commenced in 2024, with construction commencing in 2025 and will provide an additional 24 independent living units. The site has capacity for further stages of development which is likely to include an expansion of the MACC, additional independent living units and other community facilitates that will enhance the lives of Aboriginal and Torres Strait Islander people.

CS&A was engaged by Rumbalara Housing Ltd. to provide Civil Engineering & Surveying services and work in a collaborative team of consultants engaged to deliver the project from design to the final built form.

Our Role

We provided a comprehensive suite of services across all critical stages of development:

Surveying

  • Boundary re-establishment and title consolidation
  • Feature and level surveys for design input
  • Construction set out for civil & building works

Civil Engineering Management

  • Design and documentation of roads, drainage, water, sewer and utilities
  • Tendering and contractor selection for the civil works
  • Ongoing site supervision and coordination of building services and contractors

Project Highlights

  • Comprehensive and accurate feasibility documentation and costings to support funding applications
  • Ensuring the stage 1 infrastructure was designed with the capacity and connectivity for future development, which ensured a seamless transition into stage 2 despite the significant time gap between stages.
  • CS&A ongoing working relationship with Rumbalara Aboriginal Corporative to deliver housing and community facilities with the Greater Shepparton region.

Outcome

The Rumbalara MACC and Independent Living Unit project is a leading example of an Aboriginal Cooperative delivering ongoing care and housing for their peoples. The wide landscape corridors and earthly tones and textures of the development ensure aboriginal people have a connection to country, whilst living in a modern architecturally planned development.
